Ownership of the code, models, documentation and runbooks is set in each agreement, before work starts. On every engagement the work is documented so the owner can run it without us.
Public data work needs none. When member level work is in scope, who signs the business associate agreement, and with whom, is decided in that deal's agreement, and it is in place before any data moves.
