Answers, not dashboards.

ClearStars is built as three connected platforms on one governed data foundation, so a question from the C-suite, the analytics team, and the care team all resolve to the same trusted answer.

Three products, compared.

Same governed foundation, three different questions. Read down a column for one product, or across a row to see where they differ.

ClearStarsQI, ClearStarsQI+, and ClearStarsLM compared by the question each answers, the data each runs on, protected health information, getting started, AI approach, pricing, and availability.

ClearStarsQI, the CMS Star Intelligence Platform

See your Star Ratings future before the year closes.

ClearStarsQI is the CMS Star Ratings intelligence layer for Medicare Advantage plans. It models your Medicare Advantage Star Ratings trajectory against current cut points, surfaces the bubble measures that move your rating the most ranked by weighted star impact, and ships the computation trail behind every figure, all without protected health information and without a business associate agreement.

The problem

Stop modeling your rating in a spreadsheet at year end. Cut points move every year and the math is unforgiving. ClearStarsQI moves visibility to the front of the year, where decisions still matter.

What it looks like in practice

A VP of Quality opens ClearStarsQI at the start of the measurement year, sees which measures sit on the bubble, and walks into the executive suite with a ranked, dollar-weighted plan instead of a year-end surprise. A Director of Analytics stops rebuilding the same Star Ratings model in a spreadsheet and starts from a maintained, auditable baseline.

What it does

Predictive cut points
with confidence scoring, and the computation trail behind every figure.
Scenario modeling
see what a measure improvement does to the rating, and let your own actuary size what a half star is worth.
Bubble measure identification
ranked by weighted star impact, so not every measure is a priority.

Why it deploys fast

Built on published CMS data. No protected health information, no BAA, no security review queue. You can start without waiting on IT.

The honest limit

Public data reflects what CMS has published, not your in-year rates. That is a deliberate design choice and it is also the boundary. ClearStarsQI+ is where your own in-year rates enter the picture.

How it connects

The front door. It expands into ClearStarsQI+ on the same foundation when you are ready to act on member-level data.

Explore ClearStarsQI+

ClearStarsQI+, deterministic workflow AI

The AI that shows its work.

ClearStarsQI+ is deterministic population health management software for Medicare Advantage quality teams. It turns member-level quality data into ranked action and value based care analytics you can trust, tracing every result to the claim event that caused it, so the answer holds up when someone asks how you got it.

The problem

Most healthcare AI asks you to trust a black box. An answer you cannot trace is worse than no answer. ClearStarsQI+ was built for the opposite standard.

What it looks like in practice

An analytics team routes its routine ad-hoc questions to ClearStarsQI+ and gets sourced answers in plain English, freeing the team for predictive work. A quality leader asks which gaps to chase first and gets a list ranked by impact and effort, each tied to the member and the claim behind it.

What it does

Gap intelligence and chase-list prioritization
by impact and effort, with the remaining intervention window stated.
Root cause to the claim event
in plain English, traceable end to end.
Scenario modeling on your own rates
what a given rate movement does to weighted contribution, to the measure star, and to the overall rating.

Deterministic by design

All financial and measure math is deterministic. Sensitive calculations never run through a generative path. The language layer reports validated results and does not compute, infer, or estimate any value.

The trace is the product

Column-level lineage and sensitivity are visible to the reasoning layer. Every number ships with its computation trail and its source. That deterministic workflow layer is the core intellectual property of ClearStars. Reproduce it and tell us where we are wrong. When we miss, we say so fast and fix it faster.

Security and trust

Operates under a business associate agreement on a HIPAA compliant foundation. Synthetic data only in development and demos. See our Trust Center for our full security and compliance posture.

How it connects

It reads from the same governed foundation ClearStarsQI sits on, and the Provenance First Data Architecture engagement is what builds that when it is not there yet.

ClearStarsLM, the clinical outcomes engine

Quality measurement built for the digital future, not the manual past.

ClearStarsLM is value based care software for providers and the value-based care organizations they belong to. It is an electronic clinical quality measure engine, built FHIR first, that shortens the path from clinical data to prioritized, patient-first action, so improvement work is ranked by outcome impact rather than by checkbox.

The problem

Care for patients, not checkboxes. Providers get gap lists that are months old and disconnected from the patient. ClearStarsLM closes that gap with a shorter cycle and insight that respects clinical time.

What it looks like in practice

A Chief Medical Officer reviews a short, prioritized list tied to real patients instead of a stale, months-old gap report. A value-based care organization runs measures on real clinical data with less manual retrieval and sees where outcomes, and shared savings results, can actually move.

What it does

Electronic measure engine, FHIR first
measures run on real clinical data with less manual retrieval.
Prioritized clinical insight
ranked by outcome impact, sized to respect physician time.
Shorter cycle to action
so a gap can be closed inside the measurement year.

Why now

NCQA is taking quality measurement fully digital, retiring the legacy hybrid method by measurement year 2029 and moving to fully digital reporting by 2030, with measure logic published in FHIR and CQL. ClearStarsLM is built digital native for that future.

What it is not yet

ClearStarsLM is the foundation for NCQA measure certification, which we do not yet hold. Until we do, we will not describe it as a certified measure engine, and we will say so on this page the day that changes.

Bring your own AI

ClearStarsLM runs with the AI models your enterprise has already approved, or we deploy our fine-tuned model inside your environment. Either way the model stays where your data is and stays yours: once it is deployed we can maintain it and patch updates whenever it is retrained, and we can fine-tune it further on your own knowledge base.

Where it sits in the sequence

ClearStarsLM carries protected health information and requires an executed business associate agreement. It is the last step, never the first. Trust earns the data, not the other way around.

Who it is for

VP of Quality and Star RatingsQuality and Stars

You know what the strategy should be. You are waiting on a ticket for the numbers, and the two things you fear most are a half star drop and a failed audit. Walk into the executive suite with a ranked, dollar weighted plan at the start of the measurement year, instead of a year end surprise.

Director of Analytics and ReportingAnalytics and Reporting

Stop rebuilding the same model every year. Let AI handle the routine ad-hoc requests so your team can build the predictive future instead of being the report desk, on a maintained registry with versioned specifications you can inspect. You are the person a security review runs through, so the first product asks for nothing that needs one.

Chief Medical OfficerClinical leadership

Alert fatigue on one side, shrinking value based margins on the other. We deliver prioritized, clinically grounded insights that respect physician time and connect to the patient in front of them.

HIPAA compliant today. See our Trust Center for our security and compliance posture.

Sequencing matters.

Public data first, your data second, protected health information last. Each step earns the right to ask for more access, which is why the fastest product to deploy is also the one that needs nothing from your IT team. Leading with a request for protected health information turns a short sale into a long security review. The no-BAA entry point exists to prevent exactly that.
